English saddles for horses with short backs?

I had some problems connecting my Morgan gelding with an English saddle. I used having the Collegiate Senior Event until I started to do hunter / jumper Riding with him. I now have a HDR Advantage CC. But he always runs up on her withers and the pommel is much higher when the seat. Even with the riser pad. Is there a way to fix this? It did not seem to have a short back. It looks a little sustained dominance, which is not the problem. The real problem it is a tourniquet.
